two ago? We decided that one race of dragons were natural, like
gargoyles, and the other was a hodge-podge of magically-manufactured
dragon look-alikes.

Dragon hibernation> The idea was, -some- of the dragons from the era
of the Fay-Dragon War went beneath the ground into hibernation to escape
the darkness they assumed either Apep, the War, or both would bring.
Those who didn't were either killed in the war or died off in the
ensuing centuries. Li, I wager, is one of the few examples of a
straggler.
